Malaysia: Security Law

updated 17012015 1951hrs: Malaysia stands on multicultural as well as multi-religion platform. Unity among the Malaysians were the most valuable assets for the political stability, economy and social development. Being a truly Asian country, Malaysia will not be able to sustain another conflict among its people either in short or longer period.

2. In the past, Malaysians have experienced the ethnic conflict which brought the collateral damage for country, as well as its people. Way back in 50's, 60's, 70's and 80's we have gone through the atrocities committed by the Communists. However, Malaysians have overcome the challenges. All the praises shall go to our heroes in security departments, as well as fellow Malaysians who have never lost the reliance on the integrity of our government's capability to overcome the security threat in longer run.

3. Good laws that we have then was the foundation of our national security even though some politicians said its outdated as well as draconian and therefore, need to be abolished. When PM Najib on the eve of Malaysia day in 2011 announced that the Government will repeal the Internal Security Act (ISA), I told for myself, its a mistake and the repercussion might be huge on our national security. While I understand, the political pressure on Najib then was so strong and since country was heading for GE13, he have to show some commitment on rescinding the old law to gain the lost ground for ruling party.

4. However, looking from national security perspective, I have to disagree with the opinion that ISA is a draconian law, as well as a pronouncement to outgo the longstanding security law that have safeguarded our country from internal, as well as external threat ever since it was passed in Parliament way back in 1960.

5. Threats from internal and external elements are always there ever since the proclamation of independence and later the formation of Malaysia in 1963. The intrusion of Sulu terrorist in Lahad Datu and uncertainty thereafter, in particular with the kidnapping incidents, negative propaganda on anew attacks, as well as few shooting cases between the security agency and suspected terrorists had gave a bad impressions on our international image.

6. While we really haven't settled down with the Lahad Datu incident the new threats emerged. The so called jihadist from Islamic State (IS) who have a radical interpretation on Al-Quran and in the name of religion are slaughtering innocent civilians, quietly have recruited Sunni Muslims from all over the world including from the Southeast Asia. While the recruits especially from Malaysia are a small numbers compared to majority who opposed violence, yet this small group of extremists could bring a huge damage in our community, as well as among Muslims, since they are indoctrinated that only IS are practicing true teaching of Islam and those who refused to follow their path shall be considered, as an enemy, therefore, shall be executed. The threats of IS is real in Southeast Asia. Not to mentioned on other infamous terrorist groups such as Al-Qaeda and JI, who are still have significant followers. Apart from that Malaysia also was used either as a transit point or a place to raise the fund by some terrorist groups from different path of world.

7. In my opinion, without proper security law we will not be able to counter or at least to stop suspects at the border of our country. Thus when recently Defence Minister announced that government will table "Prevention of Terrorism Act" in the next Parliament sitting, I concluded that Malaysians who are peace loving people shall unite to stand in support of the bill, despite the differences in political ideology.

8. However, this newly designate counter-terrorism law once passed by the Parliament and given consent by Yang di-Pertuan Agong, shall not in whatever circumstances misused to counter political opponents of the ruling party, the mistakes that were committed in the past when ISA was still an active law. Second, police as a law enforcement agency shall work on neutral capacity to enforce the law and refrain from playing politick. If both points were observed strictly without any compromises than there will be no reason for people to go against the new law, otherwise it may have the same fate as ISA in the near future.
