ASEAN Community?

I am really wondering whether the ASEAN member countries are united under the banner of ASEAN Community. I am asking this question as the member countries failed to make an united stand on South China Sea issue. It was very obvious that Phnom Penh has been the mouth piece of Beijing in rejecting any strong wordings in the ASEAN Communique especially if its involve SCS issue.
