Who Control ISI?

The Hindu, online edition of India's National Newspaper reported India want to know, "who controls" Pakistan directorate of Inter-Services Intelligence? This was the hardest question for Pakistan government to give a answer. From my reading on ISI, so far I never cross any notes to say "so and so" control the ISI. Probably either ISI is independent from president's control or someone from outside the government are commanding the Pakistan Intelligence unit. The question on who commanding the ISI risen after the Afghanistan government said, ISI was behind the India's embassy attack in Kabul. Even New York press also reported the same story and US president want a good explanation from Pakistan side. Any way lets wait for the authority to complete their investigation before we conclude who is behind the attacks.
