United Nation: Security Council

The role of Security Council are: i) to maintain international peace and security in accordance with the principles and purposes of the United Nations; 2) to investigate any dispute or situation which mightlead to international friction; 3) to recommend methods of adjusting such disputes or the terms of settlement; 4) to formulate plans for the establishment of a system to regulate armaments; 5) to determine the existence of a threat to the peace or act of aggression and to recommend what action should be taken; 6) to call on Members to apply economic sanctions and other measures not involving the use of force to prevent or stop aggression; 7) to take military action against an aggressor; 8) to recommend the admission of new Members; 9) to exercise the trusteeship functions of the United Nations in "strategic areas"; 10) to recommend to the General Assembly the appointment of the Secretary-General and, together with the Assembly, to elect the Judges of the International Court of Justice.
The Council is composed of five permanent members — China, France, Russian Federation, the United Kingdom and the United States — and ten non-permament members (with year of term's end): Belgium (2008), Indonesia (2008), South Africa (2008), Burkina Faso (2009), Italy (2008), Viet Nam (2009), Costa Rica (2009), Libyan Arab Jamahiriya (2009), Croatia (2009), Panama (2008).Decisions on substantive matters require nine votes, including the concurring votes of all five permanent members. This is the rule of "great Power unanimity", often referred to as the "veto power".

Malaysia was non-permanent member of the Security Council in 1965, 1980-1990 and 1999-2000. Although there was a call to reform the SC but then end of the day when all 5 power fail to come to conclusion on reformation of SC and say "YES" to reform until then nothing can be done even though the call to reform came from General Assembly. This is what people call as world politics dominated by first generations of five (5) nuclear powers. SC is most powerfull body in UN and definately this five powers will not say "YES TO REFORM" easily because they will loose their power and who know's may be they have to bow to second generation nuclear powers.
